Watch the Webcast of the 2012 Rosalynn Carter Symposium on Mental Health PolicyTomorrow I head down to Atlanta to attend the 28th Annual Rosalynn Carter Symposium on Mental Health Policy at The Carter Center. This year?s meeting will bring together more than 200 mental health leaders, stakeholders, and providers to discuss moving beyond stigma and prejudice, and how we can take steps to build social inclusion of people living with mental illnesses.

While it?s a closed event, they do a live webcast of the event throughout the day, allowing anyone to gain from its presentations.

The stigma and prejudice surrounding mental diagnoses and mental health care remain a huge issue in the U.S. and throughout the world. In the U.S. alone, it?s estimated to cost over $300 billion because of untreated mental illness.

The Carter Center?s Mental Health Program works tirelessly to try and reverse this trend.

Former U.S. First Lady and Carter Center Co-Founder Rosalynn Carter organizes the event each year to bring together many mental health policy leaders, stakeholders, and advocates. This is the 28th year for the meeting.

?Although we know much more about mental illnesses and how to treat them than ever before, stigma against these disorders remains,? said Mrs. Carter.

?One of the best ways to fight stigma and discrimination in the long run is to take action and develop public policies that provide communities with the foundations and tools to include and support people living with mental illnesses. We hope this year?s symposium will give many communities throughout the country the information they need to support all of their citizens and help improve life for everyone.?

We?ll be providing a summary of the meeting over the weekend.

IVR Process Can Challenge Sex LifeA new study discovers that infertility treatment can negatively impact a women?s sex life. Despite the importance of sex in conceiving a child, little attention has been given to the sexual dynamics of couples as they work to overcome infertility challenges.

?Sex is for pleasure and for reproduction, but attention to pleasure often goes by the wayside for people struggling to conceive,? said Nicole Smith, a doctoral student with Indiana University?s Center for Sexual Health Promotion.

Smith is conducting the study in collaboration with Jody Lyne? Madeira, Ph.D.

?With assisted reproductive technologies (ART), couples often report that they feel like a science experiment, as hormones are administered and sex has to be planned and timed. It can become stressful and is often very unromantic and regimented; relationships are known to suffer during the process.?

Researchers say the study is one of the first in the United States to examine women?s sexual experiences while undergoing assisted reproductive technologies. Investigators used a Sexual Functioning Questionnaire to assess the impact of IVF treatment on couples? sexual experiences.

Compared to a sample of healthy women, women undergoing IVF reported significantly less sexual desire, interest in sexual activity and satisfaction with their sexual relationship. They had more difficulty with orgasm and were more likely to report sexual problems such as vaginal pain and dryness.

Experts have recognized that emotional and relationship challenges intensify as a couple?s use of ART proceeded. Attention to challenges in having sex has somehow escaped the purview of key parties.

When couples meet with their physicians, their sex life might not top the list of issues they want to discuss, either because of unease talking about the subject or simply because they have so many other important issues to discuss.

Still, Smith and Madeira say, the doctor-patient relationship is key, and couples can be told up front about the potential sexual side effects and resources that can help.

If they have issues with dryness, for example, they could be counseled on remedies such as purchasing lubricant or other sexual enhancement products. In addition to referring couples to mental health counselors, reproductive endocrinologists could also refer them to sex therapists.

?There?s just a dearth of knowledge on how infertility affects sexual behavior,? Madeira said. ?The focus is more likely to be on the social and support dimensions of the relationship, but sex is a big part of that. Just letting patients know they aren?t alone in this would be helpful.?

If more information about sexual challenges becomes available, couples might find it on their own.

?Women interested in ART are generally well-educated and tend to spend time researching these issues,? Madeira said. ?They would be very responsive to this information, and proactive.?

The study involved 270 women who completed an online questionnaire; interviews with 127 men and women using IVF to try to conceive; and interviews with 70 professionals, including physicians, nurses, mental health experts and other providers who work directly with patients.

IVF is a procedure in which mature eggs are retrieved from a woman?s ovaries and fertilized by sperm in a lab, forming embryos. The embryo(s) are then implanted in the woman?s uterus. It is considered an effective procedure but one that is used after couples try several other less invasive procedures.

By the time couples begin IVF, they might have been trying to conceive for many years. Nine percent of the women in their study had been through five IVF cycles, which could take at least a year.

Here are some of their other findings:

  • Women who reported being sexually active with a partner in the past month also were more likely to engage in masturbation and report fewer sexual problems;
  • The women reported similar problems with sexual function regardless of the type or source of infertility involved: male factor, female factor, or both male and female factor;
  • Hormonal treatments used in assisted reproductive technologies likely affect women?s sexual experiences and pain, but these effects are not as well understood and receive less priority than other conditions, such as heart disease and cancer.

Top medical innovations treat headaches, diabetes

(Reuters) - The best medical innovations for next year include an almond-size device implanted in the mouth to relieve severe headaches and a handheld scanner resembling a blow dryer that detects skin cancer, the Cleveland Clinic said on Wednesday.

The clinic's annual list of the best medical innovations for 2013 includes better mammography technology and new drugs to treat advanced prostate cancer.

Leading the 2013 list for innovations is an old procedure that has a new use due to findings in a recent study. Physicians and researchers at the clinic voted weight-loss surgery as the top medical innovation, not for its effectiveness in reducing obesity, but for its ability to control Type 2 diabetes, the most common form of the disease.

Over the years, bariatric surgeons noticed that the procedure would often rid obese patients of Type 2 diabetes before they even left the hospital.

Dr. Philip Schauer, head of the Cleveland Clinic's Bariatric and Metabolic Institute, led a study examining this phenomenon, and the prestigious New England Journal of Medicine published the results earlier this year.

"Bariatric surgery has been around for a while," Cleveland Clinic Chief Wellness Officer Dr. Michael Roizen said in an interview. "The reason it was chosen as the top innovation is because Medicare has broadened its indication for payment, and Medicaid in many states follows Medicare. A lot of the other (private) insurance companies started covering it, so it's much more accessible."

The criteria that insurers use to cover the surgery has been broadened because of its effectiveness in controlling Type 2 diabetes, he said.

The number of people affected by diabetes has tripled over the past 30 years to more than 20 million Americans, according to the Centers for Disease Control and Prevention. More than 90 percent of those cases are Type 2, a condition in which the body does not produce enough insulin or the cells ignore the insulin.

Doctors and researchers at the Cleveland Clinic voted for what they thought were the biggest, most significant innovations from the 250 ideas submitted from their colleagues. Roizen said one of the main criteria for getting on the list is the number of people that the product or procedure can potentially help.

For that reason, a device that helps relieve headaches, the second-most common ailment after the cold, was second on the clinic's list.

The miniaturized device - invented at the Cleveland Clinic and spun off into a separate, private company called Autonomic Technologies Inc - is implanted in the upper gum above the second molar to treat cluster and migraine headaches. A lead tip of the implant is placed near specific nerves behind the bridge of the nose.

When the patient feels the headache coming on, a remote control device is placed on the outside of the cheek, and the device delivers stimulation to those nerves, blocking pain.

The implant is available in Europe, but not in the United States. The company needs to do more studies to get approval from the U.S. Food and Drug Administration, said Dr. Frank Papay, department chair of the clinic's Dermatology and Plastic Surgery Institute and a consultant to Autonomic Technologies.

A handheld device used to detect melanoma, the most deadly form of skin cancer, was also on the list.

"Up until now, we've counted on our eyes," Dr. Allison Vidimos, who chairs the clinic's dermatology department, told Reuters. "This device offers an objective look underneath the skin using a special spectrum of light."

It compares moles and other marks on the patient's skin with a large database containing information on all types of melanoma. It also rates the risk.

"All dermatologists fear missing melanomas," Vidimos said. "The cure rate can be close to 100 percent if caught early."

Vidimos said using a device, manufactured by Mela Sciences Inc and approved by FDA last year for use by trained dermatologists, helped prevent unnecessary biopsies. The Mela scanner is also approved in Europe.

Verisante Technology Inc also makes a scanning device, which is approved in Canada, Europe and Australia. It has applied for U.S. approval, the company said.

Also on the list is a new type of mammography, called breast tomosynthesis. This technology provides greater detail of the image than the standard mammography, which renders a two-dimensional image.

For the patient, it may seem like there's no difference. "You still have the squish," said Dr. Alice Rim, the Cleveland Clinic's section head of diagnostic radiology. But the images produced by the new technology show the breast in slices, for more visible detail.

"With two-dimensional mammography, there are shadows, so it can be like a polar bear running around in a snowstorm," Rim said. "This eliminates the shadows, allowing increased detection and fewer call backs (for a second mammography)."

Other devices that made the list include mass spectrometry that allows microbiology laboratories to identify the type of bacteria in infections sooner and with more specificity, a new modular stent graft to treat complex aortic aneurysms, and a laser for cataract surgery.

Novel drugs to treat advanced prostate cancer were on the clinic's list because of their ability to halt the progress of the disease by blocking testosterone receptors.

A new technique to repair and regenerate damaged lungs, called ex vivo lung perfusion, is on the list. Experts say as many as 40 percent of previously rejected donor lungs may now be suitable for transplantation after undergoing this novel "lung washing."

The procedure involves placing donor lungs into a bubble-like chamber connected to a cardiopulmonary pump and ventilator. Over four to six hours, the lungs are repaired as special fluids are forced through the blood vessels. Nutrients are used to recondition the lungs as they inflate and deflate.

The final item on the list is neither a procedure, a drug nor a device, but healthcare programs that use incentives to encourage people to take better care of themselves.

For example, the Medicare Better Health Rewards Program Act of 2012 provides incentive payments to Medicare participants who voluntarily establish and maintain better health.

"We are seeing efforts to avoid rationing of healthcare and seeing programs with incentives built in if people maintain their health," Roizen said. "This can radically change the cost of care.

"We're seeing this more in big companies, the GE's and J&J's of the world. All companies are looking at how much they are spending on healthcare, and they are looking at ways they can reduce spending without rationing."

NEW YORK (AP) ? Millions of families tried to adjust to life without modern conveniences Wednesday, two full days after Superstorm Sandy ripped through the Northeast and blacked out some of the nation's most densely populated cities and suburbs.

Homes grew chilly without heat. Food spoiled in refrigerators. Televisions remained silent. And people everywhere scurried for a spot to charge their cell phones.

By and large, Americans tried to make the best of a situation that was beyond their control while utilities struggled to restore power ? a massive job they warned could last well into next week.

Sandy's footprint was enormous, knocking down wires and rendering other critical equipment useless across a huge span of the country, from Virginia to Massachusetts and as far west as the Great Lakes.

"It's unprecedented: fallen trees, debris, the roads, water, snow. It's a little bit of everything," said Brian Wolff, senior vice president of the Edison Electric Institute, a group that lobbies for utilities.

For power companies, the scale of the destruction was unmatched. The damage is more widespread than any blizzard or ice storm. And it's worse than the aftermath of Hurricane Katrina.

About 60 million people were initially without power in 8.2 million homes and businesses. By Wednesday night, that number had fallen to roughly 44 million people in 6 million households and businesses.

Even as power slowly returned to some pockets, a new headache emerged: Backup batteries and generators running cell phone towers were running out of juice. One out of every five towers was down, according to the Federal Communications Commission.

That ? plus more people relying on their cell phones to stay connected ? overwhelmed the system in some areas, making it hard to place calls.

With many businesses and schools closed, people looked for ways to keep themselves entertained.

John Mazzeo, of Monroe, Conn., had a small generator that doesn't really provide him much power. But it was enough to keep his 7-year-old daughter occupied with a Christmas movie. Meals consisted of McDonald's and cereal.

In New York, Vildia Samaniego traveled four miles uptown to a bar, the Blarney Stone, to watch the Boston Celtics play the Miami Heat.

"I really needed to watch the basketball game," she laughed. "The place was packed. It's amazing how much you miss television."

Peter Nikac, a teacher who lives in Fairfield, Conn., took a more old-fashioned route: His family spent their time playing board games and sorting through photos.

"You get back to when we were young with no electronics," he said. "You realize you don't need a lot of that material. You get back to just doing simple things which is somewhat pleasing."

For others, the outage had graver consequences.

"I have several hundred dollars' worth of insulin in the refrigerator," said Joan Moore of New York's Staten Island, who is diabetic.

In Bellington, W. Va., Stephanie Hinkle and her 10- and 12-year-old kids waited with about a dozen other evacuees at a Red Cross shelter.

"No heat, no way to cook, no way to keep two small children warm. You have to do what you have to do to keep them safe," she said. Hinkle is unemployed and relies on government help to feed her kids, so she didn't have stockpiled food, water and other supplies.

For New Yorkers living in the vertical city, a loss of power means much more than spoiled cold cuts and frozen dinners. Electricity is needed to pump water to upper floors. Many New Yorkers prepared for the storm by stocking up on bottled water. But without power, there's no way to flush the toilet.

There were encouraging acts of kindness, gestures made by the lucky ones with electricity.

"I have power and hot water. If anyone needs a shower or to charge some gadgets or just wants to bask in the beauty of artificial light, hit me up," Rob Hart, who also lives on Staten Island, wrote on Facebook.

Not everybody was so neighborly.

Jake Tschudy was busy selling generators out of a truck parked on the side of a Rhode Island highway. He bought 70 of the Hyundai generators prior to the storm and was now asking $699 or $1,399 each, depending on the size. Tschudy wouldn't say how much he marked up the price.

"I do OK," he said. "It's not gouging."

Many suburban and rural neighborhoods lost power after Sandy's winds, which reached up to 90 mph, knocked trees and branches into overhead wires.

Sandy's massive storm surge ? 14 feet of water that broke a record set in 1821 ? also frustrated efforts to quickly restore power. In New York City and along the New Jersey and Connecticut coasts, flooding knocked out substations and switching yards, the vertebrae of the electric distribution system.

Far from the coasts, utilities dealt with a different problem: Snow piled onto trees that still had leaves, knocking branches and whole trees onto major transmission lines.

In many neighborhoods, power companies can't even tell which blocks are without electricity because they need to get regional substations online first. Only then can automated signals help pinpoint the damage.

Once they identify affected blocks, tree limbs need to be cut, new power lines need to be strung and blown transformers replaced.

"Until we get these major assets back in service, we don't have the ability to say: Oh gee, Mr. and Mrs. Smith's home is out of service because of a tree on their line," said Ralph A. LaRossa, chief operating officer of New Jersey utility PSE&G.

In all, 53,000 utility workers from as far away as Minnesota, New Mexico and California have come east to help.

The cleanup cost for utilities adds up fast. There's travel, food and labor costs for all those of out-of-state workers, plus overtime pay. Baltimore Gas & Electric set up a tent at the stadium where the Baltimore Ravens play to help feed and do laundry for the 4,000 workers who came to assist.

Homeowners and businesses are likely to get stuck with the cleanup bill ? though not always and not right away. The process varies from state to state, but typically utilities ask regulators for permission to charge customers for the cleanup through rate increases.

If the storm was major and regulators conclude that utilities prepared and did a good job restoring power, they will allow small rate increases over a long period of time.

But utility regulators also have the power to force the companies and their shareholders to eat all or some of the costs.

Sometimes businesses opened, only to realize that might not be the best idea.

Wayne Edelman opened Meurice Garment Care on Wednesday in Manhattan's Greenwich Village, even though it didn't have power. A single employee took orders with a pen and pad. But when customers came to pick up their clothes, the employee couldn't find them on the store's conveyor belt. Rather than disappoint more customers, Edelman shut the store.

In Long Beach, on New York's Long Island, Rob Dimino, owner of a fast-food store called Pantano's was cleaning up flood damage from Sandy.

Dimino pointed to a line on the wall, 15 inches above the floor, and said that was how high the water had risen.

A dank odor mixed with the smell of rotting food lingered in the air. Dimino estimated he'd have to throw out thousands of dollars' worth of food. He said going without power for another week or two would be "crippling."

Asia stocks up slightly despite US superstorm

BANGKOK (AP) ? Asian stock markets treaded upward Tuesday, kept afloat by expectations that Japan's central bank will announce action to help the country break out of its economic slump. But trading was subdued as a massive storm hobbled New York and much of the rest of the U.S. northeast.

With much of New York's Financial District in a mandatory evacuation zone due to the storm, traders were focusing on the Bank of Japan, whose monetary policy committee was expected to announce steps to stimulate the economy following a meeting.

The Nikkei 225 index in Tokyo rose 0.4 percent to 8,960.55. South Korea's Kospi index rose 0.6 percent to 1,902.08. Australia's S&P/ASX 200 added 0.3 percent to 4,489.60. Hong Kong's Hang Seng index fell 0.1 percent to 21,486.14.

The New York Stock Exchange was shut down on Monday and will remain closed at least through Tuesday as a once-in-a-century storm barreled through the northeastern U.S. The last time trading was halted for two consecutive days because of weather was in 1888.

The uncertainty generated by the storm comes at the start of a big week in the United States. This is the last full week before the Nov. 6 presidential election and culminates Friday with the release of October's employment report, which many analysts think could have an impact on the vote.

Originally, the NYSE had planned to close just its exchange floor and allow traders to buy and sell stock electronically. Then it decided to shut down electronic trading, too. The NYSE said it was worried about putting staff that were needed to help run the electronic trading in danger.

Benchmark oil for December delivery fell 28 cents to $85.26 per barrel in electronic trading on the New York Mercantile Exchange. The Nymex was closed Monday because of the storm and evacuation in New York, but electronic trading continued.

In currencies, the euro rose to $1.2909 from $1.2904 late Monday in New York. The dollar rose to 79.88 yen from 79.82 yen.

Mars like Hawaii? NASA rover's first soil studies help fingerprint Martian minerals

ScienceDaily (Oct. 30, 2012) ? NASA's Mars rover Curiosity has completed initial experiments showing the mineralogy of Martian soil is similar to weathered basaltic soils of volcanic origin in Hawaii.

The minerals were identified in the first sample of Martian soil ingested recently by the rover. Curiosity used its Chemistry and Mineralogy instrument (CheMin) to obtain the results, which are filling gaps and adding confidence to earlier estimates of the mineralogical makeup of the dust and fine soil widespread on the Red Planet.

"We had many previous inferences and discussions about the mineralogy of Martian soil," said David Blake of NASA Ames Research Center in Moffett Field, Calif., who is the principal investigator for CheMin. "Our quantitative results provide refined and in some cases new identifications of the minerals in this first X-ray diffraction analysis on Mars."

The identification of minerals in rocks and soil is crucial for the mission's goal to assess past environmental conditions. Each mineral records the conditions under which it formed. The chemical composition of a rock provides only ambiguous mineralogical information, as in the textbook example of the minerals diamond and graphite, which have the same chemical composition, but strikingly different structures and properties.

CheMin uses X-ray diffraction, the standard practice for geologists on Earth using much larger laboratory instruments. This method provides more accurate identifications of minerals than any method previously used on Mars. X-ray diffraction reads minerals' internal structure by recording how their crystals distinctively interact with X-rays. Innovations from Ames led to an X-ray diffraction instrument compact enough to fit inside the rover.

These NASA technological advances have resulted in other applications on Earth, including compact and portable X-ray diffraction equipment for oil and gas exploration, analysis of archaeological objects and screening of counterfeit pharmaceuticals, among other uses.

"Our team is elated with these first results from our instrument," said Blake. "They heighten our anticipation for future CheMin analyses in the months and miles ahead for Curiosity."

The specific sample for CheMin's first analysis was soil Curiosity scooped up at a patch of dust and sand that the team named Rocknest. The sample was processed through a sieve to exclude particles larger than 0.006 inch (150 micrometers), roughly the width of a human hair. The sample has at least two components: dust distributed globally in dust storms and fine sand originating more locally. Unlike conglomerate rocks Curiosity investigated a few weeks ago, which are several billion years old and indicative of flowing water, the soil material CheMin has analyzed is more representative of modern processes on Mars.

"Much of Mars is covered with dust, and we had an incomplete understanding of its mineralogy," said David Bish, CheMin co-investigator with Indiana University in Bloomington. "We now know it is mineralogically similar to basaltic material, with significant amounts of feldspar, pyroxene and olivine, which was not unexpected. Roughly half the soil is non-crystalline material, such as volcanic glass or products from weathering of the glass. "

Bish said, "So far, the materials Curiosity has analyzed are consistent with our initial ideas of the deposits in Gale Crater recording a transition through time from a wet to dry environment. The ancient rocks, such as the conglomerates, suggest flowing water, while the minerals in the younger soil are consistent with limited interaction with water."

During the two-year prime mission of the Mars Science Laboratory Project, researchers are using Curiosity's 10 instruments to investigate whether areas in Gale Crater ever offered environmental conditions favorable for microbial life.

NASA's Jet Propulsion Laboratory, a division of Caltech in Pasadena, manages the project for NASA's Science Mission Directorate, Washington, and built Curiosity and CheMin.

Majority of US drones openly broadcast video feeds (Wired UK)

Four years after discovering that militants were tapping into drone video feeds, the US military still hasn't secured the transmissions of more than half of its fleet of Predator and Reaper drones, Wired.com has learned. The majority of the aircraft still broadcast their classified video streams "in the clear" -- without encryption. With a minimal amount of equipment and know-how, militants can see what America's drones see.

Unmanned aerial vehicles, or UAVs, have become the single most important weapon in America's far-flung pursuit of violent extremists. Hundreds of American Predators and Reapers fly above Libya, Yemen, Somalia, Pakistan, and Afghanistan -- watching suspected enemies, and striking them when necessary. Nearly 3,000 people have been killed in the decade-long drone campaign.

"If somebody could obtain reliable access to real-time Predator or Reaper video -- without attribution or alerting US military -- that would a tremendous intel coup," says Micah Zenko, a fellow at the Council on Foreign Relations. "There is an insatiable demand from Predator and Reaper imagery in Afghanistan and elsewhere. Any reluctance to use those for spying or missile strikes places operations in Afghanistan, Pakistan, Yemen, and Somalia at some risk."

Military officials have known about -- and mostly shrugged off -- the vulnerability since the development of the Predator in the 1990s. But the problem drew increased attention in 2008, when drone video footage was found on the laptops of Shi'ite militants in Iraq, who were able to intercept the feed using a piece of $26 (?16) software. The Pentagon and the defence industry assured the public that they'd close the hole by retrofitting the robotic aircraft with new communications protocols and encrypted transceivers that would keep the video from being intercepted again.

Four years into the effort, however, only "30 to 50 percent" of America's Predators and Reapers are using fully encrypted transmissions, a source familiar with the retrofitting effort told Wire.com. The total fleet won't see its communications secured until 2014. This source and others who work closely with drone operations say that drones flying overseas are among the first to get the newly secured equipment. They also noted that they are unaware of any incidents of militants using America's unmanned eyes in the sky to their advantage. "But I'm surprised I haven't," the source adds. "And that doesn't mean it's not happening."

This isn't the only vulnerability in the drone fleet. In March of 2011, an unknown software glitch caused a Predator stationed at a US base in Africa to start its engine without human direction. Last October, as Wired.com first reported, Air Force technicians discovered a virus infecting the drones' remote cockpits in Las Vegas. It took weeks of sustained effort to clean up the machines. The aircraft, which rely on GPS to guide them through the air, can run into problems if GPS signals are jammed in a particular area -- something that can be done with cheap, commercially available hardware. Iranian officials claimed they hacked the GPS control signal of an advanced drone, though it's impossible to verify the claim.

No one who works with UAVs is questioning the fundamental integrity of the drone fleet at the moment; it would take an incredibly sophisticated hacker to commandeer a Predator, for example. Nor is anyone pretending that this premiere tool of the US global counterterror campaign is flawless.

Predators and the larger, better-armed Reapers transmit video and accept instructions in one of two ways. The first is via satellite, to remote pilots and sensor operators who are often on the other side of the planet; these satellite communications are encrypted, and are generally considered secure.

The second is through a radio frequency signal called the Common Data Link, which is used to share the drone's video feed with troops on the ground. The CDL's carrier signal -- its specific pattern of frequencies, in a given order and for a given length of time -- tells both transmitter and receiver on how to function. The problem is that the Predators' version of the CDL carrier signal (also known as a "waveform") didn't include an order to encrypt the signal. So neither the transmitter on the drone nor the receivers that troops used on the ground employed encryption, either.

There were reasons for this. The original Predator, just 8 metres long, was little more than a scaled-up model plane with an 85-horsepower engine. It had a payload of just 450 kg for all its fuel, cameras and radios. And encryption systems can be heavy. (Big crypto boxes are a major reason the Army's futuristic universal radio ended up being too bulky for combat, for example.) With the early Predator models, the Air Force made the conscious decision to leave off the crypto.

The flying branch was well aware of the risk. "Depending on the theatre of operation and hostile electronic combat systems present, the threat to the UAVs could range from negligible with only a potential of signal intercept for detection purpose, to an active jamming effort made against an operating, unencrypted UAV," the Air Force reported in 1996." The link characteristics of the baseline Predator system could be vulnerable to corruption of down links data or hostile data insertions."

The Predator models steadily grew in power and payload, and took a big leap in dimensions and capability with the 11-metre-long Reaper version introduced in 2007. The Reaper has a 950-horsepower engine and a nearly 1,814-kilogram payload -- more than enough capacity for crypto-enabled systems which, like all electronics, had shrunk in size and weight.

The problem was that, by then, the military had rushed to the battlefield hundreds of Remotely Operated Video Enhanced Receivers, or Rovers -- rugged, laptop-sized receivers with screens for watching drone footage. And those early version of the Rovers were developed and distributed so fast, the military once again left the crypto off. "It could be both intercepted (e.g., hacked into) and jammed," emails an Air Force officer with knowledge of the program.

Which mean the Pentagon was stuck, for a time. The military couldn't replace the old CDL waveform with something encryptable until the Rovers -- and the radio transmitters aboard the Predators -- could handle such a signal.

Eventually, the Rovers began to be swapped out for newer models. The latest version, the " Tactical Rover," (.pdf) is about the size of an old-school mobile phone. It can use both the Advanced Encryption Standard and the triple-Data Encryption Standard to secure video feeds. There are now about a thousand of the units in the military's hands.

And now, the Predators and Reapers are starting to get enhanced radios, too. "The fleet-wide upgrade begins later this year and carries on for several years," says Maj. Mary Danner-Jones, an Air Force spokesperson. The service is spending $12 million (?7.4 million) on crypto-enabled Vortex transceivers (.pdf).

That's allowing a new, hardened waveform to be introduced throughout the Predator and Reaper fleet. The Air Force recently gave Predator-maker General Atomics Aeronautical Systems a $26 million (?16 million) contract to retrofit its drone cockpits to accept the carrier signal, among other enhancements.

The question is why hasn't this happened sooner. After all, the Navy installed multiple layers of encryption in their 'bots some time ago. Navy spokesman Jamie Cosgrove tells Wired.com that "the vast majority" of naval drones are encrypted -- "and have been since development."

One source who works on developing Navy UAVs, but is not authorised the speak on the record, explains why: "Standard unencrypted video is basically a broadcast to whoever can figure out the right carrier frequency, so essentially, we are simulcasting to battlefield commanders and the opposing force. If that opposing force knows we can see them and from where, they can take better evasive manoeuvres."

It's possible that none of the militants America is trying today are as sophisticated as the ones who intercepted that drone video in 2008. It's possible that the value of such footage-from-above is so fleeting that opponents have never again bothered to grab it. But it's worth noting that Predator and Reaper video is considered by the US military to be classified information. And when US commanders on the ground get into a firefight, the first call they usually make is for a drone, so they can take a look at the battlefield through the eyes of a drone.

Obama declares NY disaster; Sandy death toll rises

President Barack Obama declared a major disaster in the New York City area and New Jersey Tuesday after Superstorm Sandy pounded the Northeast, killing at least 34 people, sweeping homes into the ocean, flooding large swaths of coastal areas and crippling public transit.

As the day wore on, millions without power faced the prospect of up to a week without heat, light or refrigeration, while authorities tried to measure the full wrath of the once-in-a-generation hurricane.

The deaths included at least 13 people in New York City, where a quarter of residents were without power.

Obama, speaking at the headquarters of the American Red Cross in Washington, said Tuesday that the federal government would do all it could to help local authorities cope with damage.

The storm, he warned, is "not yet over ... it is still moving north.'' The president will visit damaged areas in New Jersey on Wednesday, the White House said.

Details of the devastation were also becoming clear:

  • More than 8.2 million homes and businesses were without power across 20 states, and half of the outages were in New York and New Jersey, according to a tally by the federal government. NBC News meteorologist Bill Karins warned to "expect the cleanup and power outage restoration to continue right up through Election Day."
  • A massive fire destroyed at least 80 homes in Breezy Point, a seaside community in Queens, N.Y. Firefighters had difficulty reaching the blaze due to the severe weather. The cause of the fire was not immediately known.
  • Ten subway tunnels under the East River in New York City were flooded, leading MTA Chairman Joseph Lhota to declare: "The New York City subway system is 108 years old, but it has never faced a disaster as devastating as what we experienced last night." Subway service was unlikely to resume for 4 to 5 days, Bloomberg said.
  • PATH train service between Manhattan and New Jersey is likely to be suspended for 7-10 days, Gov. Chris Christie said Tuesday.
  • Half of Hoboken, N.J., was underwater, preventing emergency crews from reaching areas of the city, according to Mayor Dawn Zimmer. "We want people to be aware that it's a very dangerous situation," she told MSNBC.
  • At least four towns in north New Jersey were submerged by up to 6 feet of water after a levee broke.
  • New York University Medical Center evacuated 215 patients to other hospitals because its backup generator was out.
  • The storm surge destroyed homes, boats and other property in beach communities like Long Beach Island, N.J., and Fire Island, N.Y. Sand several blocks inland remained after the water receded.
  • More than 15,000 flights have been canceled so far and New York City's airports remained closed Tuesday. Amtrak canceled all of its Northeast Corridor rail service, in addition to some other lines.
  • A half-dozen nuclear power plants were shut down or impacted, while the nation's oldest facility declared a rare "alert" after the record storm surge pushed flood waters high enough to endanger a key cooling system.

The dollar value of Sandy's destruction was still unclear.

"I think the losses will be almost incalculable," New Jersey Gov. Chris Christie told NBC's TODAY show.

One disaster forecasting company predicted economic losses could ultimately reach $20 billion, Reuters said . Major U.S. stock exchanges were closed Tuesday for a second day but planned to reopen Wednesday.

The historic storm, which made landfall at 6:45 p.m. ET Monday, hurled a wall of water up to 13 feet high at the Northeast coast.

"There are boats in the street five blocks from the ocean,'' Peter Sandomeno, one of the owners of a motel in Point Pleasant Beach, N.J., said Tuesday.

Tuesday's disaster declaration for New York City,as well as one for New Jersey, means that federal funds will be available to people affected by the storm, according to a White House statement.

"This was a devastating storm, maybe the worst that we have ever experienced," Bloomberg said, adding that schools would be closed Tuesday and Wednesday.

Seawater surged into lower Manhattan and areas of Brooklyn, submerging entire streets and parks Monday. An all-time record tide level of 13.88 feet was set at The Battery in Lower Manhattan, Monday night, breaking the previous record of 11.2 feet from 1821.

Sandy Hook, N.J., also shattered its previous storm surge record from the December 1992 nor'easter and Hurricane Donna in 1960, according to weather.com.

New York City's major utility said damage to its power infrastructure was "unprecedented."

On Long Island, 90 percent of homes were without power, New York Gov. Andrew Cuomo said Tuesday.

In New Jersey, two thirds of all utility customers, nearly 2.5 million homes and businesses, were without power.

Sandy was crossing Pennsylvania on Tuesday with winds of 45 mph, and was expected to make a turn into western New York state on Tuesday night. Although weakening, continued heavy rain and flooding is expected over the next day.

In a measure of Sandy's immense size and power, waves on southern Lake Michigan rose to a record-tying 20.3 feet.

High winds clobbered parts of Canada , cutting power to more than 100,000, as well as the Cleveland area, uprooting trees, cutting power to hundreds of thousands, closing schools and flooding major roads along Lake Erie.

Blizzard warnings were also posted for the mountains of West Virginia, western Virginia and Garrett County, Md. More than 2 feet of snow fell in parts of West Virginia, where a federal emergency declaration was issued Tuesday.

  • New York (17): 13 of the deaths were in New York City, according to NBCNewYork.com.
  • New Jersey (3): Two people died when a tree fell on their car in northern New Jersey, authorities told NBCPhiladelphia.com. Gov. Christie told NBC that a third person died as well, but details were not available.
  • Connecticut (3): A woman, 90, and a firefighter were killed by falling trees while a man who went swimming in high surf drowned, NBCConnecticut.com reported.
  • Pennsylvania (5): Three people, including a boy, 8, were killed by falling trees, while one person was pulled from a river and another fell while trimming a tree, NBCPhiladelphia.com reported.
  • Virginia (2): Two traffic deaths were tied to Sandy, NBC station WWBT-TV reported.
  • Maryland (2): A man was killed by a falling tree and a woman died in a traffic accident, NBCWashington.com reported.
  • West Virginia (1): A woman died in an accident on a snow-covered road in Tucker County, NBC station WSAZ reported.
  • At sea (1): One person died when a replica of the HMS Bounty sank 90 miles southeast of Hatteras, N.C. Fourteen others were rescued, but the captain was missing.

Before it made its way north, Sandy was blamed for at least 65 deaths in the Caribbean.
