BOUCAN CARRE, Haiti (AP) ? Sometimes it seems as though the people here have only the sun and moon: the blinding sun that bakes their mud homes and moonlight that with flickering gas lamps fights against the dark of night.

Electricity arrived just three months ago in this mountain village, and it's gone as often as it's on. With no power, there is no industry, just tiny farms and grinding hunger. Now that will be changing, with the help of that sun.

A Haitian aid agency has just installed 63 solar panels that will power the pumps of a fish hatchery it hopes will give jobs to 100 people after it formally opens next month.

Boucan Carre is among dozens of projects across Haiti where the government and development agencies are using some of the $4.5 billion in earthquake aid to solve one of the bottlenecks that kept Haiti in poverty long before the shattering earthquake of January 2010: a critical lack of electricity of any sort, whether from hydro plants, solar cells or oil-fired generators.

President Michel Martelly's administration hopes to double the number of rural homes with access to power by helping villagers acquire solar-power systems, reforming the state power company and refurbishing the country's largest energy generator. In all, some $260 million has been earmarked for energy projects so far.

"If we properly tackle the energy problem we will infuse a dynamic into the whole development process of Haiti," said Rene Jean-Jumeau, who oversees the government's energy department. The absence of electricity is "the biggest thing that's impeding development."

Boucan Carre's 6,000 people live along a river named Fonlanfe ? roughly "deep as hell" ? that surges in the rainy season and that aid workers are using to supply the fish farm, which will need a steady supply of power.

"It has to be reliable because you need electricity 24 hours a day," said Valentin Abe of the Caribbean Harvest Foundation, the Haitian nonprofit that is donating the fish. The Washington-based Solar Electric Light Fund received a $500,000 grant from the Clinton Bush Haiti Fund for the hatchery.

The solar panels and batteries power pumps that pull water from a river and add oxygen to six, 12,000-gallon tanks filled with baby fish. The extra oxygen raises the yield of fish from 2,000 a month to 20,000.

The fish are then given to the farmers who raise them at a nearby lake. Valentin hopes that people who now live on less than a dollar a day working at small farm plots will have annual profits of $2,000 each, in addition to a source of protein-rich meals.

Elsewhere, the government working with banks to award more than $30 million in low-interest loans so that 200,000 families can buy portable solar-power kits.

The biggest target is Haiti's decrepit electric company, which eats up $100 million a year in official subsidies, 12 percent of the government's budget.

It hasn't been able to crack down on Haitians who just steal power by tapping illegally into the grid, and cannot provide steady power to any of its customers, even in the capital.

In Port-au-Prince, a team of carpenters build bed frames, doors and coffins, all by hand, in the shade of a tarp strung among tree trunks. One of them, 55-year-old Francis Pierre, longs to use his power tools but says there is seldom electricity.

"We would be able to make more, produce more," he said.

Haitian officials turned to the U.S. Agency for International Development, which awarded a contract to a private utility operator, Tetra Tech Inc. of Pasadena, California, to manage the electric company for two years. USAID is also repairing five substations in the capital, Port-au-Prince, and is studying the possibility of using solar panels for an industrial park in the north.

One of the biggest projects is the Inter-American Development Bank's $48.8-million plan to refurbish Haiti's Peligre hydroelectric plant, the country's largest energy producer. It now operates at less than half its original capacity of 54 megawatts because its reservoir hasn't been properly maintained.

The cell phone company Digicel, Haiti's largest employer, has built about 180 solar-powered lamps in the countryside and hopes to add 1,000 more by next year. Each light features an outlet for charging mobile phones.

Boston-based Partners in Health has installed solar panels in the hospitals it runs with the Health Ministry, and plans to build more with the Solar Electric Light Fund.

"If we would go three hours without electricity and the refrigerator doesn't work, there's a risk we'll lose our supply of medication," said Raymond Abraham, a 30-year-old pharmacist in training at the Boucan Carre hospital, which is powered with solar panels on the roof. "The best solution to resolve the blackout situation is solar energy."

In Port-au-Prince, solar lamps illuminate a winding thoroughfare that takes motorists to the mountains above the capital as well as the settlement camps that sprung up after the earthquake.

But solar energy panels are expensive and the equipment is not always easy to repair. Replacement parts often are not available in Haiti.

Energy development "needs to be locally controlled and not a dumping of technology from abroad," said Joel Kupferman, executive director of the Environmental Justice Initiative for Haiti.

Experts: Iran 'struggling' with new nuclear technology

VIENNA -- Iran is still relying on decades-old technology to expand its nuclear program, a fact that suggests it might be having difficulties developing more modern machines that could speed up production of potential bomb material, experts say.

A report by the U.N. nuclear watchdog last week said Iran was significantly stepping up its uranium enrichment, a finding that sent oil prices higher on fears tensions between Tehran and the West could escalate into military conflict.

Israel has threatened to launch pre-emptive strikes to prevent Iran getting the bomb and Defense Minister Ehud Barak has said Tehran's continued technological progress mean it could soon pass into a "zone of immunity," suggesting time was running out for an effective military intervention.

But, contrary to some Western media reports in the run-up to Friday's International Atomic Energy Agency report, Iran does not yet seem ready to deploy advanced enrichment equipment for large-scale production, despite years of development work, experts said.

Instead, the IAEA document showed Iran was preparing to install thousands more centrifuges based on an erratic and outdated design, both in its main enrichment plant at Natanz and in a smaller facility at Fordow buried deep underground.

"It appears that they are still struggling with the advanced centrifuges," said Olli Heinonen, a former chief nuclear inspector for the Vienna-based U.N. agency.

"We do not know whether the reasons for delays are lack of raw materials or design problems."

Nuclear expert Mark Fitzpatrick said Iran had been working on "second-generation models for over ten years now and still can't put them into large-scale operation."

Iran says it is refining uranium to fuel a planned network of nuclear power plants so that it can export more of its oil and gas. The United States and its allies accuse it of a covert bid to develop nuclear bombs.

Tehran often trumpets technical advances in its nuclear program, including the development of new centrifuges ? machines that spin at supersonic speed to increase the concentration of the fissile material in uranium.

The million dollar question
In mid-February, President Mahmoud Ahmadinejad said Iran had a "fourth generation" centrifuge that could refine uranium three times faster than previously.

"Iran unveiled a third-generation model two years ago and then never said more about it," said Fitzpatrick, of the International Institute for Strategic Studies think tank.

"Now it says it has a fourth-generation model, which is probably a variation of the problematic second-generation machines."

The IAEA, which regularly inspects Iran's declared nuclear sites, has little access to facilities where centrifuges are assembled and the agency's knowledge of possible centrifuge progress is mainly limited to what it can observe at Natanz.

Asked whether Iran may keep more modern centrifuges at a location which U.N. inspectors are not aware of, an official familiar with the issue said: "That is, of course, the million dollar question."

If Iran eventually succeeded in introducing the newer models for production, it could significantly shorten the time needed to stockpile enriched uranium, which can generate electricity or, if processed much further, nuclear explosions.

But it is unclear whether Tehran, subject to increasingly strict international sanctions, has the means and components to make the more sophisticated machines in bigger numbers.

Peter Crail of the Arms Control Association, a Washington-based research and advocacy group, said Iran had been testing its second-generation centrifuge models for several years but its ability to mass produce them remained uncertain.

The U.N. Security Council has long called on Iran to suspend uranium enrichment and Tehran's failure to comply has earned it four rounds of sanctions, as well much tougher U.S. and European Union measures that take direct aim at its biggest export, oil.

Western experts say Iran's stockpile of low-enriched uranium could be enough for about four atomic bombs if refined much more, should the Iranian leadership decide to do so.

"The testing of advanced-centrifuge production-scale cascades ... is going far more slowly than expected," he said in an analysis. Iran's "advanced centrifuge program appears troubled," the ISIS report added.

The IAEA said Iran had informed it in early February of plans to install three new types of centrifuge ? ?IR-5, IR-6 and IR-6s - as single machines at the Natanz R&D site.

When so many models are tested simultaneously, "it indicates that Iran has not yet reached a point where it can decide which would be the next generation centrifuge to be deployed," Heinonen, now at Harvard University's Belfer Center for Science and International Affairs, said.

Fitzpatrick said: "Sooner or later Iran will probably crack the code on advanced centrifuges and introduce them in larger numbers, but so far that hasn't been possible."

Man steals fire truck, kills pedestrian in US

PORT ROYAL, South Carolina (AP) ? A naked man stole a fire truck at a South Carolina apartment complex and sped away, killing a pedestrian who was walking on a sidewalk, authorities said Saturday.

The fire engine driver, identified as 26-year-old Kalvin Hunt, drove about two miles (three kilometers) Friday before he hit a man, careened off the road and crashed into some trees, authorities said. Hunt, who was pinned inside the fire truck, was freed by rescue workers, and then started assaulting two police officers, deputy police chief Dale McDorman told The Beaufort Gazette.

Brana Rogerson said she narrowly avoided a collision with the stolen engine, which plowed into six or seven other vehicles as it barreled through an intersection in Beaufort, which is located along the southeast coast of South Carolina.

"I've never seen a fire truck come out of nowhere like that," Rogerson said. "The truck didn't have its lights on. I knew it wasn't a fireman behind the wheel."

Justin Miller, 28, of Port Royal, was killed when he was hit as he walked with his brother, Beaufort County Coroner Ed Allen said Saturday. Firefighters with the Beaufort-Port Royal Fire Department had responded to the apartments for a rescue call, Allen said.

Hunt had not been charged Saturday in Miller's death, said Lance Cpl. Judd Jones of the South Carolina Highway Patrol, which is investigating the fatality. Hunt is from Sumter, which is in the central part of the state.

Hunt, who did not have a telephone number listed, was taken to Beaufort Memorial Hospital with injuries. The hospital did not have him listed as a patient Saturday.

A Beaufort police spokeswoman told The Associated Press no one was available Saturday to talk about the crash.

Sales of new U.S. homes dipped in January but only after the government said the final quarter of 2011 was stronger than first estimated.

An upward revision to December's data and a drop in supply of homes on the market added to growing signs of a nascent recovery in housing, however.

The Commerce Department said on Friday sales slipped 0.9 percent to a seasonally adjusted 321,000-unit annual rate. December's sales pace was revised up to 324,000 units, the highest in a year, from the previously reported 307,000 units.

Economists polled by Reuters had forecast sales at a 315,000-unit rate. Compared to January last year, new home sales were up 3.5 percent.

Despite the weak sales last month, details of the report offered further fresh signs of green shoots in the housing market, with the months' supply of homes on the market falling to 5.6 months - the lowest since January 2006.?That compared to 5.7 months in December. Police set up roadblocks in the area as part of a broad search to try to locate the robbers, who wore ski masks.

Museum authorities and police did not have an immediate account of the items taken from smashed display cases, but local authorities and police said about 60 artifacts are estimated to have been snatched.

"According to the results of the investigation so far, unknown persons, this morning, at about 07:34 a.m., immobilized the guard of the museum and removed bronze and clay objects from the displays, as well as a gold ring," a police statement said.

Sporting authorities are to hold a ceremony at the museum on May 10 to light the Olympic flame for the London Games.

Olympia Mayor Efthimios Kotzas urged authorities to improve security at the site.

"The level of security is indeed lacking," Kotzas told state-run NET television. "These are treasures. A piece of world heritage has been lost thanks to these thieves ... I think (authorities) should have been more mindful and the security should have been more serious."

Friday's robbery is the second major museum theft in the past two months in Greece. In January, thieves made off with art works by 20th century masters Pablo Picasso and Piet Mondrian from the country's National Gallery in central Athens.

In that pre-dawn heist, the burglars also took a pen and ink drawing of a religious scene by Italian 16th century painter Guglielmo Caccia. A fourth work by Mondrian also was removed from the National Art Gallery in one of the best-guarded areas of central Athens, but the thieves abandoned it as they fled. No arrests have been made.

Euro Debt Crisis Could Cripple U.S. Business Travel | Augusta Blog

The economic climate abroad has potentially severe ramifications to U.S. business travel as owners lose interest in European business opportunities.

According to a new report by the Global Business Travel Association Foundation (GBTA), if the European debt crisis deteriorates any further it could have a significantly damaging impact on U.S. business travel, which in turn could greatly impede the economic recovery in the States that?s just now seeing progress.

The U.S. business travel industry has seen considerable gains over the past three years, which Michael W. McCormick, executive director and COO of the GBTA, attributes to the growth of outbound international travel. Last year alone saw business travel spending up 7.6 percent to $ 251.9 billion.

However, the current economic condition in Europe could cause business travel from the U.S. to Europe to pull back, resulting in a possible slump for top-line growth that?s been fueled by ?putting people on the road to find new business opportunities.? Not to mention the Euro slid to a one-month low earlier this week after Moody?s Investors Service put several European financial firms up for review, spelling bad news for the European banking system, as well as outbound international travel.

?There?s a strong correlation between business travel growth as a leading indicator for the overall health of the economy and for employment figures here in the U.S.,? McCormick says. ?If there?s not a speedy resolution to the European debt crisis, then what we could see is a domino effect that could reach across the waters and start to have a deep effect on the economy in the U.S.?

How deep of an effect? The GBTA?s report paints three possible scenarios:

• Baseline/Current Scenario: The situation in Europe reaches a point of moderate stability, with continued growth in U.S. business travel reaching $ 263.5 and $ 277.3 billion in 2012 and 2013, respectively.
• Moderate Scenario: A drawn-out crisis causes business travel to plateau and eventually decline by $ 40 billion or 7 percent between 2012 and 2013.
• Severe Scenario: Far-reaching defaults, bank failures, and possibly a dissolved European Union would cause a sharp plummet in business travel spending by as much as $ 88 billion or 16 percent between 2012 and 2013.

With the frangible European crisis far from being resolved, McCormick fears a ?very concerning environment? is on the immediate horizon. ?Right now we?re seeing a 25 percent chance of moving to a moderate scenario and a 10 percent chance of moving to a more severe scenario?those are, unfortunately, very significant odds,? he says.

Despite the ubiquitous headlines that depict a less than favorable view of the crisis abroad, not everyone in the business travel industry is worried just yet. ?Clearly clients are concerned with what trends might exist and what might be happening with the European crisis, but we haven?t had anyone say they want to modify their travel program in any way,? says Brian Hace, vice president of client service for business travel management company Carlson Wagonlit Travel. ?There are still enough unknowns about the European crisis that there isn?t an immediate need to react.?

Should the GBTA?s predictions become a reality, Hace goes on to cite previous setbacks in the business travel industry, such as the Sept. 11 attacks and the 2010 volcanic ash eruptions in Iceland, as prime examples of how the system has been able to calibrate itself even in moments of crisis. ?I think as an industry we have an infrastructure of people and talent to address whatever the need might be on behalf our client, whether it?s an immediate security situation or a more long-term economic situation,? he says.

Although the GBTA?s findings do indeed portray quite the extreme worst-case scenario, McCormick?s urge for business owners and travel agents to err on the side of caution is justifiable given the volatile economic climate in Europe. He says, ?We certainly don?t want to be the bearer of bad news, but it?s one of the those situations now where we have to watch it very closely because it could have a very dramatic impact on business travel and business in general.?
